The Browns are loaded with low round draft picks, but only have one pick in each of the first two rounds.
With 12 picks total, there's little reason not to think the Browns are going to trade up at some point, and the most logical place to do that would be the second round.
Plus, with the Browns in the market for a quarterback, there will be a lot of competition starting in the third round for the remaining talent. So trading back up into the second round just makes sense to get ahead of the competition.
